Exclusive! Former police chief charged with lewd acts and exposing himself to women now working in security at Disneyland thanks to former police buddy in management
Another major scandal is brewing at Disneyland as we have learned that one of Disneyland's top security managers had knowingly hired a very high-profile sex offender—who was a former police buddy of his when they both served on the force—to serve and protect the resort's female and underaged patrons as a security guard at the "Happiest Place on Earth."
We were told about this story from a former Disney cast member who had intimate knowledge and details of the incident and provided all the relevant exhibits from within the company.
The story began back in late 2010 when the Anaheim Police Department (APD) was investigating a series of lewd photographs left on women's cars in city parks and nature trails by a brazen, unknown sexual deviant in the East Anaheim hills area.
In one of those incidents, the perpetrator was even so bold as to expose himself in the flesh to one of his victims on a hiking trail, allowing for a positive identification of the suspect by the APD.
Now we have confirmed that the sexual perv in question, who was convicted of those crimes only as recently as 2013, is now working in security at Disneyland interacting with women and children, serving to "protect the magic" at the "Happiest Place on Earth," after serving no time in prison for his pervy deeds.
And the biggest shocker of the story is that the suspect in question turned out to be a recently retired and highly decorated chief of police for the City of Huntington Park, Paul Lawrence Wadley, who had served on the force for more than 30 years.
Wadley's wild escapade begins on November 4, 2010, when a local Anaheim woman reported finding a photograph of male genitalia on the ground near a running trail at Oak Canyon Road in the Anaheim Hills area, according to Anaheim Police Sgt. Rick Martinez.
The woman had also reported seeing similar photographs of both male and female genitalia before on the park trail, but had destroyed the previous pictures rather than choosing to show them to police.
Weeks later on November 25, 2010, a woman was hiking in the early morning near Toyon Park when a dirty old man exposed his genitals and buttocks to her after lowering his pants to his knees as he passed by her on yet another park trail.
And finally four days later, three additional female victims who had been exercising at an Anaheim Hills park found photographs of male genitalia left on the windshields of their cars.
APD patrolmen investigating the scene later found more similar photographs of genitalia in the area which were taken into evidence.
A fingerprint on one of the photographs and a description of the man who exposed himself led police to a local East Anaheim resident, Paul Lawrence Wadley then 56, who was a recently retired chief of police of the city of Huntington Park.
APD issued an arrest warrant for Chief Wadley in December 2010 while Wadley was still out of the country. He had to quit his consulting job to return home to face criminal charges.
When Wadley finally returned home, he was arrested and faced more than a dozen charges in connection with lewd conduct and public nudity; however, the case never got to the Orange County D.A.'s office.
Instead, Anaheim attorneys handled the criminal case because the city's unique laws required that the City Attorney's Office prosecute all misdemeanor cases within the city's limits.
A spokeswoman for the Orange County D.A.'s office later confirmed every other city in Orange County sends misdemeanor criminal cases to the D.A.'s office for prosecution, except for the City of Anaheim.
Sayers knew of Wadley's arrest record because he was on the force in the APD at the time of the crimes, but decided to secretly hire him anyway with the intent to slowly introduce him on graveyard shift part-time where Wadley wouldn't be recognized, and quietly promote him into management soon thereafter. Sayers did not, however, divulge Wadley's secret criminal past to Disney officials.
Apparently, Wadley now goes by his middle name "Lou" at the Disneyland Resort instead of "Paul," trying to largely go under the radar and avoid any unwanted attention, but several cast members have already recognized him from the news and began to whisper among themselves about who he really is.

As a result of this loophole and Wadley's cozy relationship with city officials, the City Attorney's Office gave Wadley preferential treatment by dismissing all the indecent exposure charges against him and allowed him to make a deal to plead guilty on two lesser misdemeanor counts of loitering and one count of vehicle tampering in exchange for keeping him off any sex-offender registries and out of jail.
In essence, he literally "got off" scot-free.
This also gave Wadley an opportunity to seek out employment without having to divulge his lurid criminal history to any potential employers.
Wadley was also given three years probation with counseling, and he was prohibited from visiting any parks or trails under the terms of his probation.
We're not sure, however, if being employed at the Disneyland theme "parks" violates the terms of his probation.
"The disposition [of the case] was based on the totality of the circumstances," Anaheim city spokeswoman Ruth Ruiz said in a prepared statement released at the time of the plea deal. "Mr. Wadley received no favorable treatment. We believe these conditions will adequately protect the public and ensure Mr. Wadley gets the treatment he needs."

Unfortunately for both Wadley and Sayers, we were told about what was going on from several of our informants inside Disneyland who have heard the rumors, and now, after confirming the facts and digging up his past, the cat is most definitely out of the bag.
It's unknown how Disneyland executives will react to the revelation that one of own security managers hired a known sex offender at a place that is considered a safe haven to children everywhere, but given how sensitive the company is in protecting its reputation, we think the decision is not that hard for Disney executives to figure out on what to do.
Disney cannot knowingly keep a known sex offender as an employee on its staff, given how much liability that could cause the company if something goes wrong, nor can they allow any of its managers to withhold such sensitive facts from the company. The perception of hiring a sexual deviant like Paul "Mr. Winky" Wadley is just that bad for the Empire of Mouse.
Disney cannot knowingly keep a known sex offender as an employee on its staff, given how much liability that could cause the company if something goes wrong, nor can they allow any of its managers to withhold such sensitive facts from the company. The perception of hiring a sexual deviant like Paul "Mr. Winky" Wadley is just that bad for the Empire of Mouse.

He was never ARRESTED by the APD. His charges were dropped by the city attorney because there was no case against him. He was not required to divulge anything since the Court agreed with his attorney and DISMISSED all charges clearing his record.
